What does the text say ? ....it will make the statement I suppose ?

This capture is a bit of irony. The graffiti say: " Tsoy is alive!" Victor Tsoy was a Russian Rock musician. As I mentioned before, it was the only one, and very unexpected shout from Empire State Building.
